Inside Outside Circle

When implementing Inside Outside Circle, should all the students have a different question?

It’s not necessary. There may be times you have enough question cards for a different card per child. For instance, if the students are reviewing all the vocabulary words they’ve been taught all year or math facts. It is also possible to have duplicates of the cards so each student has a question.
