Reasonable Expectations of Schoolwide Kagan Implementation

At a recent Cooperative Learning 5 Day Institute training the administration asked what was a reasonable expectation for his staff with their schoolwide Kagan implementation with varying degrees of buy-in.
I'd love to hear what other trainers, administrators have done to help implementation schoolwide.
Here were my recommendations for the beginning of school.
#1 - All classrooms should be set up in clusters of 4 - first 2 weeks put students in random teams to get to know the students- Examples-Corners with a pairs pair, one stray, Stand Up Hand Up Pair Up-Find a Different Number with a Pairs Pair - 1 & 3, pair up with 2 & 4.
#2 - Seats should be numbered and Students should know their face/shoulder partners
#3 - Quiet Signal - 1 schoolwide quiet signal is very helpful
#4 - Start with RallyRobin - get comfortable - use it daily in different content areas, starting with a fun question. After T feels comfortable, add another structure....maybe after 2 weeks-this will be different for each teacher.
#5 - Add RoundRobin - Easy Teambuilder - fun ? first -AIM #1 - Getting Aquainted
#6 - Add Stand Up Hand Up Pair Up with a RallyRobin - Easy Classbuilder - AIM #1 - Getting Aquainted.
#7 - After 2 weeks - form mixed ability level teams
-focus on AIM 1 & 2 - Getting Aquainted & Team Identity - creating that sense of comfort and sense of belonging. Once that brain friendly classroom is created, add structures during practice - like RallyCoach, Inside Outside Circle, Numbered Heads Together, Quiz, Quiz, Trade, Fan-N-Pick, Showdown, etc. Sometimes it's easier to start expanding their repetoire of structures with teacher driven structures rather than student driven. It will help those reluctant teachers buy in more if they are still the ones in control.
